O que há por trás da oposição ao trem de alta velocidade?
Em seu blog, Douglas Yamagata publicou um post trazendo algumas perguntas bastante provocativas sobre a cobertura da imprensa, especialmente da Folha de S. Paulo, sobre a implantação do projeto do Trem de Alta Velocidade Rio-São Paulo-Campinas (TAV).
Ele observa que, como é norma da grande imprensa brasileira, as reportagens publicadas, por trás de notícias pretensamente isentas, tem um interesse muitas vezes oculto. No caso, procuram construir uma imagem negativa da iniciativa do TAV.
A pergunta é inevitável: que interesses presidem mais esta série de reportagens tendenciosas?
Creio que há três ordens de interesses em jogo:
- os interesses de setores econômicos direta e indiretamente envolvidos,
- os interesses políticos e
- a disputa por prioridade nas políticas públicas.
No presente post tratarei apenas do item 1.
Ao mapear os interesses mais evidentes em jogo, não se faz uma acusação contra esta ou aquela empresa, mas se aponta conexões que podem explicar posicionamentos, atos e omissões.
O texto do Douglas Yamagata sugere um interesse diretamente contrariado: o das concessionárias de rodovias. No caso, as principais rodovias que poderiam perder tráfego são a Anhanguera, a Bandeirantes e a Dutra, todas concedidas ao grupo CCR, pródigo em dispender verbas publicitárias nos maiores meios de comunicação do Brasil. Que, com isso, passam também a ter interesse direto no assunto.
Obviamente, não se iria esperar que a Folha de S. Paulo, ao fim de cada reportagem criticando o TAV, publicasse uma nota dizendo quanto a CCR lhe paga em publicidade todo ano… Afinal, a imprensa cloacal brasileira se entende como o maior dos poderes, e o único que não precisa prestar contas à nação.
No entanto, este é apenas um interesse mais visível. Outros interesses econômicos também podem ser contrariados com a implantação do TAV: por exemplo, as empresas aéreas, que têm no trecho Congonhas-Santos Dumont sua vaca leiteira. E que também são grandes anunciantes.
Ao analisar os interesses econômicos em jogo, não basta pensar no TAV no trecho a ser implantado no atual projeto. É importante entender o que ele significa em termos de opções de política pública e quais serão seus impactos de longo prazo.
Sem entrar nos detalhes do projeto atual, o que não é objeto destas reflexões, é possível vislumbrar o impacto do TAV sobre políticas de longo prazo.
De uma perspectiva estratégica, o maior impacto do TAV é criar um novo paradigma para o transporte de passageiros de média e longa distância no Brasil. É o primeiro movimento do poder público, em décadas, no sentido de reverter a centralidade do modal rodoviário.
Ao fazer essa análise com um olhar mais estratégico e de longo prazo, fica fácil visualizar outros interesses econômicos. Se o modelo do TAV for bem sucedido e se expandir pelo país (já existem propostas para expansão dessa rede), quais serão os impactos sobre setores como a indústria automobilística? E outros setores que também dependem diretamente da primazia do transporte sobre pneus?
Mas essa é apenas uma das frentes em disputa. Em posts seguintes, falarei sobre os interesses políticos e a disputa por prioridade nas políticas públicas no debate sobre o TAV.
