Segue abaixo notícia do Governo Federal sobre o novo regime automotivo. Conforme discutimos na aula de hoje de Tendências e Inovações na Gestão Pública, esta medida tem importantes impactos na promoção da inovação tecnológica pelas empresas. Em nosso debate de hoje, vimos que a medida tende a estimular o desenvolvimento de tecnologia no Brasil e coloca a exigência de contrapartida para as reduções de tributos (metas de eficiência energética dos veículos). Outro ponto a se considerar é que, ao estimular a indústria nacional, reduz a competitividade dos importados.
Governo lança novo regime automotivo com incentivos para investimentos em carros mais econômicos
O governo federal lançou – por meio do Decreto 7.819, publicado em edição extra do Diário Oficial da União na última quarta-feira (3) – o Programa de Incentivo à Inovação Tecnológica e Adensamento da Cadeia Produtiva de Veículos Automotores, o Inovar-Auto, novo regime automotivo brasileiro que vigorará entre 2013 e 2017. As regras preveem benefícios fiscais para empresas que fabricam e comercializam veículos, instaladas no Brasil, que apresentem projetos de investimentos no setor.
Em entrevista coletiva nesta quinta (4), os ministros da Fazenda, Guido Mantega; do Desenvolvimento, Indústria e Comércio Exterior, Fernando Pimentel; e de Ciência, Tecnologia e Inovação, Marco Antônio Raupp, destacaram que o principal objetivo do programa é criar condições de competitividade e incentivar as empresas a fabricar carros mais econômicos e seguros.
O Brasil é o 4º maior mercado global de veículos, conforme destacou o ministro Guido Mantega, com vendas anuais de 3,6 milhões. A indústria automobilística representa mais de 20% do PIB brasileiro. “Queremos que a população brasileira seja beneficiada com mais empregos e com um produto cada vez melhor, mais eficiente, mais moderno, com menos emissões de carbono e a preços cada vez melhores”, disse ele.
O ministro Fernando Pimentel explicou que para habilitarem-se ao novo regime, as empresas terão de se comprometer com uma série de metas. Uma das principais metas previstas no decreto é a de eficiência energética para veículos leves movidos à gasolina e/ou etanol.
“A meta-alvo é chegar a 2016 com um consumo médio de 17,2 quilômetros por litro de gasolina e 11,9 quilômetros por litro de etanol. Hoje, o consumo médio é de 14 km/l de gasolina e 9,7 km/l de etanol”, explicou.
